han
It shows a strong hand. Often this will be 18-19 balanced, but it doesn't have to be. If partner can't act then there is no reason to make a sound with a fairly minimal hand like this.
pclayton
Its takeout of hearts usually; and better than a minimum. I think the subject hand is about a King light. If pard can't act over 1♥ (or 1N), what have you got?

jdonn
Already there is no consensus, figures! I wouldn't stake my life on it, but I agree with Hannie. I think it shows 18-19 balanced, though other strong hands might do it as well.
joshs
I would have said penalty, typically the 18-19 balanced hand, but not exclusively. I think playing it as takeout of hearts also has merit, but still should promise a very strong hand, since the opps don't have a fit. mikeh
I go with the 18-19 balanced hand: the hand that was going to reopen with 1N had the 1♥ overcall been passed around to it. While pure takeout of ♥ is possible, the fact that the opps have not raised ♥ and that partner passed 1♥ suggests that this is not a good hand on which opener should be trying to find a landing spot without a very strong hand. Partner can hold some values, but if he does, the odds are that he has ♥ length, since no negative double (or 1♠) and no raise of 1♦. If he has values, he either has long ♣ and/or ♥length/strength inadequate for 1N. Opposite the ♣ hand, a takeout double works (but so does a balanced 18-19) but opposite any other hand (♥ wastage or just plain weak), the takeout double will not fare as well as the 18-19 balanced... at least, that is my thinking for what it is worth B)
