Fear of either losing a double-part score swing when partner is too weak to pre-balance, or of (worse) doubling a the 2-level. I would have passed twice, but I am not at all surprised about the doublers. I think Fred made a strong point for doubling on a similar hand a while back. (I hate doubling 2♠ on the given auction.)
