Balancing 3NT after opps Preempt

Bidding:

(3)-P-(P)-?

I had this hand in a MP event (club evening).

Would you DBL or bid 3NT with this hand?

How much more HCP do you need, and what do you bid then?

What you rather bid at MP's, IMP's, Vuln or non-vul?

PS: I play a DBL here is pure takeout, but probably - as suggested by JLall in another treat - partner should strongly consider to pass it with a flat hand at MP's

With preempts, the vulnerability is always VERY important. NV vs V I play 5+ card preempts (very agressive, don't expect many tricks), V vs NV I need a good 7+ card suit. So there's a lot of difference...

 

I have a ground rule after preempts, that in direct seat you need to be solid to bid, while in balancing seat you may be weaker. With the example hand I might bid 3NT, but if I'd had it in direct seat I would have to pass since it's waaaaaaaay too weak.
