Assume for a moment you play ZAR openers (where 1♦ can be EVEN less than 10 hcp... as long as 25 zar points with spade suit or 26 zars without). Zar theory says 52 zar needed for game in 3nt or 4 of major. North has, 11 hcp, 1 control point, 13 distributional points, 2 fit points of KQ of diamonds, and a fit point for singleton diamond. That is 28 ZARs, this suggest either dbl was an underbid and north should bid 2H, or pass of 3D was an underbid. I would bid 2H over 2♣ myself. This hand is borderline invitational/GF in an uncontested auction. In competition, you have to go for it. South doesn't escape blame, however - assuming X, South should have rebid 3D immediately - he has an over-minimum hand, though not by much. North can then bid 3H.
