It depends a lot on your general agreements. For example:

Playing 2/1 or BBO Advanced, no other agreements, I would assume natural and invitational. There's no other way to show such a hand, since 2 would be weaker and you'd need a game force to start with a 2/1 call.

Playing 2/1 with invitational jumps (popular among expert players), a direct 3 would've been natural and invitational. Since that's not a possible hand type, this sequence should be a splinter for clubs.

Playing 2/1 with some sort of BART, most good hands would start with 2 (artificial) and a direct 3 would be weak. This also applies if, like Elianna and me, you play some sort of Gazilli 2.

Playing any system where 2/1s aren't unilaterally game forcing, you could start with 2 on an invitational hand with diamonds, so I'd take this as a splinter for clubs.

I think it depends on if you are playing 2/1 95% gf or 100% gf. If it is 100% gf, then you must have a bid for the invitational hand with a diamond suit, so 3D has to be natural and invitational.

If you play responder's suit rebid as invitational, then 3D cannot be a real suit and it should be splinter.
