I'll try double on the first hand. Certainly 4 is a reasonable bid, but this hand is pretty decent defensively and we could easily get a top score by setting 3X three tricks. If partner bids clubs that is unlucky for us, but pretty much any other bid is okay. Also not clear to me that I'd rather play a 5-3 major fit than 3NT here if partner can bid that.

 

On the second hand, I'll go with a somewhat passive 4. This is certainly a strong bid and partner can move over it with the right hand. I'm concerned that the lack of a diamond raise might mark partner with some diamond cards, definitely not what we want to bid 6 opposite.
