Certainly 4♦ is a reasonable bid, but this hand is pretty decent defensively and we could easily get a top score by setting 3♦X three tricks. If partner bids clubs that is unlucky for us, but pretty much any other bid is okay. Also not clear to me that I'd rather play a 5-3 major fit than 3NT here if partner can bid that. On the second hand, I'll go with a somewhat passive 4♥. This is certainly a strong bid and partner can move over it with the right hand. I'm concerned that the lack of a diamond raise might mark partner with some diamond cards, definitely not what we want to bid 6♥ opposite.
