This is taking a sacrifice (bidding a contract with the expectation that it will go down) even though the contract your opponents bid was not making. Phantom sacrifices generally lead to bad results, but it's sometimes hard to judge when a sacrifice will be phantom... On the hand in question, 7♦X is probably going down for a smaller minus score than 6♥ making. So it might be tempting to bid 7♦... except that 6♥ is apparently NOT going to make.
