We have not been told the meaning of a 2♦-4♦ auction. It might ask partner to bid 4 of his major. This should not create a forcing pass either, but that fact is certainly not sufficient for 2♦-4♣ to create a forcing pass situation. Yes, 2♦-4♦ means bid your suit. There is also 2NT bid which is a relay asking for suit and strength.
