According to the ACBL, you have to meet the rule of twenty - that is, the number of high card points plus the lengths of your two longest suits must equal twenty. If you would routinely open hands that don't meet this rule, you must pre-alert. I'm not saying I agree with that interpretation - I think opening 1S on AKT98 QJT9 T98 5 is just fine - but them's the rules.
