I play this as a 3 card limit raise of ♥ since 3♥ would be 5-7 pts w/3♥.

Why 1♠..you are only worth 1 bid..2♥seems clear.

If you play FLANNERY(I DO), this is a 3♠ rebid. Take away the ♥Q and you rebid 2♠. The upside of flannery is not so much the 2♦ opening, but the ability to raise with only 3♠ knowing partner has 5+♠ or 4 good ones.
