Hi Guys, Playing a fairly constructive vul 3♠ opening, should you, or are you allowed to remove partner's 3NT with certain ♠ holdings?

Unfortunately there aren't any other very good bridge players in South Africa. I'm therefore looking for a parter/teammates to play in Turkey.. Please contact me if you'd be interested in playing.
