Doubling 3 ♥ was too adventurous.(after opening a flat 15 HCP NT.(the heart Q was a useless 2HCP).To top it all your counting the hand and the defense could have been much wiser.No regrets for getting a bottom.

With♠ AKxxx opposite a third seat 2♠ opening it was very unwise on part of West to bid 4 .♠worst was the 5 ♠and the double after that.In my personal opinion ,only a beginner ,if not a novice, must be sitting West.
There does not appear to be any cheating whatsoever .If I was a director I would let the scores stand as there does not appear to be an infringement of any rules or laws for that matter.
The way the bidding has been described I would bid 4 ♠ and certainly not 3♦. And if indeed 3D is a help seeking suit bid then I, personally,shall bid 4♠.
Why open 1Nt on a two suited hand,May be just with sole intention of preempt I guess opponents from there supposed major suits One spoils confidence in partner.Secondly why bother about the results.If one opens 1D then perhaps may reach a makeable 5clubs which does not require heart finesse.
Points do not matter since partner has already passed 2♣.It is the number of losers .I totally agree that this is NOT a hand to make a reopening double and then rebid 2♥.That will show 5 (five) losers. However if your partnership makes a TOD on this hand my advice for you is play Lebensohl.That makes the responders hand much clear.
If one is playing negative doubles and forced reopening passing 2♣ Is correct.Openers 2♥ Is absolutely correct and shows a 6 loser hand. It is then customary to raise to 3♥.This should be enough for the opener to bid game.
Overcalling 2♥ on a non passed hand is overadventurous and certainly inviting trouble..Norths raise to 2 ♠ Is okay ,Exchange the ♣10 and the ♦ 8 and the hand becomes just a bit worthy of a stronger response.East is a passed hand and so he may consider bidding 3♣ which may convey a better info.rather than the tepid 3♥. South has no reason to proceed to a game contract. As the cards lie the play is easy and straightforward the diamond finesse either wins or loses.
It all depends upon distribution ,location of HCP in the long suits.There are no binding laws laid down,Multitude of conventions/gadgets are available and they all have their advantages and short falls.I found that many players use Cappeletti with or without modifications.One should desirably know all of them when facing strange partner.Use the one which the profile shows.
