With pass of E, it seems that you have high-level contract when you have 10+diamonds and distributed hand. But you need step bids to find the best contract, like slams. So 1H first.

3NT

He has strong hand so he wants to hold the contract. 4H shows he hates hearts very much. You must bid your suit to support him.

They have 25+pts with 12+pts of W and 13pts of E. W has 3+D for his dbl so E must try to find possible 4D. E can bid 3D to show good pts and 5+D so that W can decide his bids at 3D/4D/5D.

2C is not jumping responce so W has no good pts. Pass is the best bid. E has 4clubs but not enough pts for 3C which is inviting in some degree. And the most important of all, only idiot would bid 2H against 2C with 7+hearts and 8+clubs.

E must bid 3D to show his good support and pts, that's the best bid. 2NT is bad because E has many of his big cards in diamonds although he has 11HCP and a stopper in Hearts. Dbl is to ask for another suit which is most probably spade so W must have 3 support to bid 2S. When only 22pts(11+11) and 7spades are promised E has no 3S to bid. W is smart to open with not good 11 because pass is worse bid to lose score. What's more, W is smarter to try spades by 2S. Still, 3D is the best bid. E must be a novice to be blamed.

Averaglly speaking, 4S is better than defending against 4H and 5H is better than defending 4S.
