I think the global standard is that dbl shows no spades (usually no heart stoppers too) and 1♠ shows 4+ spades. This is b). I play that dbl shows 4+ spades and 1♠ is transfer to NT, without 4 spades. Such transfers in defence are really useful, because NT is played from better hand. This is c). Before I use to play transfers, I had bidded dbl as exactly 4 spades and 1♠ as 5+. It makes finding a spade suit 5-3 or 6-2 easier. This is a). I'm from Poland and people play all this styles here and b) is the most popular.

I would bid 4c/d (IMPs/matchpoints), then 5d as XRKCB and bid 6 or 7. If partner chose hearts after 4d bid, I would also ask Hoyt to check for the king of club. I don't really understand your question about asking a diamond stopper. This is an obvious hand to play a suit contract, not NT.

I would redouble 4Hx. However, if I were forced to pass, then I would double their 5C. The probability of voids in 2 suits is small and there is a chance for 500, maybe 800.

Since when a new suit at level 2 without a jump is forcing? Do you mean that every partern's bid except hearts/3NT would be forcing?

Spades are too weak to show, as lead in this suit is not what we'd like to got. I understand 3c, but if the opponents have unbalanced hands, it won't stop them from finding the game in hearts. That's why I would bid 1h.
