I think that there need to be stricter guidelines insofar as level rankings are concerned. Perhaps an individual's number of total master points earned should be a guide. I have a friend with 120 master points who describes herself as an "expert". She is certainly not an expert. I have paid the fee for so-called experts a few times and it is evident from both their play of the hand and bidding that they are not experts. If one wants their entry fee to be paid by another player, there is an advantage in self-describing oneself as an expert. However, it is a disservice to the person who pays to play with a so-called expert who turns out not to be one. Everyone makes mistakes but the mistakes an intermediate player makes and the mistakes an expert makes are quite different mistakes.
