    Yes ! both diserve a huge blame !!!! the first North bid do not promise 4♥ so on this sequel, he should bid the game with a keycard, a real suit and a doubleton ! South should bid the game whatever north answer on 3♦ cue-bid this make south 100% & north 100% (I voted mostly South because I didn't found responsability both 100% ;)

One thing is sure, my partner has 4 losers and not 3, because with 10 he had bet 5♣ 1/ Do I cover ONE or TWO loosers ? more than one but not 2 2/ how many total tricks on the board? only 18 and if it is 19 (my partner has 9 clubs) it is not good enough 3/ Do I expect the OPP will bid 5♣ at the other table? not often DO I BID? I don't bid If my partner has ♠- ♥87 ♦KJ7 ♣AKQJ9652 he will probably win but wouldn't you bid 5♣ on 1♠ with such a hand? As the hand really was, I bid also 5♣ because I have only 3 loosers, I don't agree 4♣

First of all I bid 5♣ at the first opportunity OPP has 9+ ♠ and we Have 10+ ♣ I consider total tricks are about 18 in 10% case 19 in 50% 20 in 30% 21 in 10% then I think 4♠ will make or go down one trick (25%) or make (50%) or make an overtrick (25%) you can adjust my probabilities but the result will remain very close : let them play 4♠ undoubled is about average -390 and playing 5♣ doubled is about -310 then it is better to bid and to play 5♣ of course if there is only 18 or 19 tricks the best choice is not to play 5♣ and if there is 20 or 21 we have to bid 5♣ Also this rise the question : Is PASS on 3♠ a sensible choice? For me I prefer by far 1/ 5♣ then 2/ PASS 3/4♣
